The PSF logo is not creative commons licensed. There is a special PSF committee that exists to evaluate logo usage. The general rule is that you have to ask them for permission to do anything. You definitely have to ask them if you want permission to modify it. But, there may, note I said _MAY_ not _IS_ a loophole if she just wants to use the logo unmodified. So -- who is this person, and what does she want to do with the logo? If we can grandfather what she is doing under 'publicity for Europython' we MAY be ok.
