I tried importing the calendar into Kontact (on KDE 3.5.x) and the times seem 
to be correct for my time zone. The tutorial registration appears to start at 
1000 CEST, which is correct (that's 0900 BST, of course).

Initially, I thought it was incorrect, but then I remembered that the times 
will appear in my time zone in my own calendar. I've looked at the file, and 
since you have a suitable VTIMEZONE definition for the TZID you've used, and 
since it seems to describe the GMT/BST distinction, I guess that at least 
Kontact agrees with what you've done.
