I tried importing the calendar into Kontact (on KDE 3.5.x) and the times seem to be correct for my time zone. I've looked at the file, and since you have a suitable VTIMEZONE definition for the TZID you've used, and since it seems to describe the GMT/BST distinction, I guess that at least Kontact agrees with what you've done.
