We already published the XML format we will be using for the final schedule (using PyCon Italy last year data). Since the format itself is schedule-centric, I don't think we can meaningfully finalize or release a file until the scheduling is done (April 22nd). If it's of any use, we can surely share a dump of talks+speakers in json/xml as soon as they get public (on April 11th, when community voting begins), but the format will be totally different from that of the *schedule*.
