I think it's at that level because the sponsorship information has to be published within a specific section, although I guess we could publish it within the sitemap section instead. That might also require a change to the banner adverts in order to ensure that the correct document is shown for the "Your name here? Sponsor EuroPython" banner. The latter change isn't something I can figure out, but I see your point.
