I can't help with the first question (I don't think delegates have
booked for specific tutorials, have they? I don't recall doing myself,
although I have booked to attend tutorial days.) Last year the tutorials
I gave or attended had between 10 and 20 attendees.
Regarding the wiki page: I don't know of any current plan to email
tutorial attendees with information like this.
There is a wiki page already set up for each talk and tutorial. I have
taken the liberty of copying the wiki page you created over to your
tutorial wiki page, here:

The advantage of this is that this page is linked to ("Additional
Information...") from the bottom of the description of your tutorial:

Hopefully this somewhat mitigates the need for sending an email.
