Pretty sure it is legal with some minor exceptions. What I can find online backs that up (i.e. http://en.wikipedia.org/wiki/Hitchhiking#Legal_status ) I've only very rarely seen hitch hikers in the UK, so how successful it will be is another matter altogether.
