Dean's approach is sound and I would recommend you use it. If HOV stickers were canceled for conversions it would signal a death blow to EVs since there are no EVs available except the few RAV4 EV$$$$$.
I easily drive at 65 mph in the HOV and can go faster but with the other lanes having traffic that is at a dead stop traffic and ICE popping into the HOV illegally, even the ICE behind me knows driving any fast would be stupid. Thus during the high peak commute traffic and I am in the HOV lane, I usually do not have an ICE tailgating me. I get in, pass the traffic, and a few miles later at 65 or higher, I get out. I know the traffic is light enough to change back to the right lane when the SUV behind me passes on the right, cutting me off in front, burning oil in my face going 85 mph. I usually drive in the right lane at 55 mph to minimize my pollution. But when I am in the HOV lane, I go 65 mph or higher, depending on the traffic.
