I have a vinyl cutter and made mine just under one meter (the
limit of the cutter) long using 1.75" high letters.  I used green
vinyl, partly because I had plenty of that color.  The cutter
allows only just over 6" of total width, so I got three of the
1.75" high labels in this one cut.

Once cut, the vinyl is weeded (the undesired areas removed) and
transfer tape is applied over the cut letters.  The transfer
tape is used to, guess what, transfer the letters to their desired
location.  Very much like standard transfer lettering except
that the overall layout is part of the deal.

As for availability, I could let the two extras go.  I could
also cut a red "Hybrid" label to apply as desired.  The transfer
tape could be cut and words moved to allow room.  Note that I
think what I have is too big for a Prius, it was sized to be
clearly readable, but on the tailgate of a pickup.

There's two major problems with this approach.  First, the cost.
 If I were to do more than a teeny amount, I'd have to reorder
supplies, vinyl and tape along with an occasional blade.  I'd
need to cover that cost, which is not terrible, but is not zero,
either, maybe along with some to cover packaging (a third problem,
actually) and postage.  The second, and bigger problem, is that
I really don't have time to produce for unlimited demand.

What I'd suggest you to look into is to have a sign company cut
you what you want.  You could pick color, size, and typeface.
 Without the costs of packaging and shipping, it might be competitive
with what I could do.

Other, perhaps much better options is to print your own on adhesive
vinyl using a color printer.  Some really nifty media is now
available, including real water-transfer decals (these include
a spray-on sealer, I understand).  With the office supply stores
and copy/print centers, like Kinko's, around, this should be
fairly easy, quick, and cheap.  I'll bet you know someone who
could do up the layout if you don't have a program to do so.

Try some of these ideas and get the message out there!
