45 minutes?  Does your current draw drop below 3 amps within 45 minutes? 
 It normally takes about 2+ hours on my pack, but it's getting old.

Also don't forget to temperature compensate the charge voltage (does the 
PFC-20 do this?)

On the equalization charge you need to monitor it and keep it up until 
the current stops falling, depending on pack balance and age this can 
take a while.  It's best to actually watch it rather than assign a fixed 
time.
