That is not a converted moped.  That is basically a bicycle with a 
friction drive motor on the front wheel, an it was built that way from 
the start.
It's basically the same thing as a ZAP electric bike.

FWIW the EV Warrior is much closer to a moped, it has a variable speed 
motor controller (built by Curtis actually) and a higher top speed 
(approx 18-20 mph)
