Unless he has a miniature streetlight painted on that building, you are NOT seeing through the panel but rather looking at a dark reflection (typical of some types of solar panels) > I was also confused about the 102 Vdc for a 26x48 >inch panel. Power tools typically use Universal motors, aka series-wound brushed motors (just like most conversion EVs run). They work just fine on DC, though arcing at the switch can be a problem with high currents (which you WON'T get with a couple solar panels).
