This could be an interesting development in the HOV sticker case.  The above 
statement, taken out of context, could be construed to mean that the 
department must issue decals to _all_ zero-emission vehicles by July 1, 
2003.  It didn't indicate that the vehicles had to be "approved", "OEM" or 
on some kind of list.  That means that they will either have to issue ALL 
EV's an HOV sticker, or create a new decal specifically for the charging 
stations.

Either way, I'm happy.  I don't own an EV, but every time I walk past the 
ICE's parked in the EV charging spot at the Redlands Walmart, it pisses me 
off.  I'll be nice to see them towed or forced to park in regular ICE spots. 
  When I eventually get my EV, I get the feeling I'll be parking there while 
I shop...
