I've actually done this for a short distance with my Ranger EV. You just set
the off-throttle regen to be fairly light and let it charge up over the
duration of your trip. Tying increased regen into the brake lights of the
tow vehicle would be a cool idea, but not one you would want to depend on
for safety since eventually the pack may fill up to the point of no more
regen.

I wonder how much the tow vehicle's mileage would go down? On the other
hand, if you're going to take this very far, you could have the EV assist
the tow vehicle with getting up to speed, turning the whole thing into a
parallel hybrid.
