I beg to differ on the VRLA batteries. The key operational portion of the
battery is the fact that it is sealed. Once the battery has been opened, the
hydrogen and oxygen produced when the battery gasses, escapes. This loss of
gas equates to a loss of liquid, which  is what damages the battery. Like
any other battery, if you dry out a portion or all of a plate, you have lost
capacity, even if you recover the plate.
