     While I don't have data sheets, I have 2 years
using surplus ni-cads in e-bikes, trikes.
     If you can get batteries instead of cells for a
50% better range/battery weight.
      There are several kinds of ni-cads, get the
pocket plate type for ev use. Most SAFTs are of this
type.
      For charging the recommended by SAFT is to put
110% of the power removed back in.
      As this is difficult,pricey, I've found that
charging to 1.65 Vdc/ cell works good.
      They will be all over the place in cap, voltage
when you get them  but most will even out above rated
cap after a few cycles.
      I'd charge them up, then cycle them 3 times,
then see if any are still underperforming. Cycle those
more to see if they come up.
      I like to use them until 80% discharged before
charging them as leaving them discharged doen't hurt
them. This gives a weeks worth of E-biking usually
betwen charges. Mine are 27+ years old and doing fine
despite abuse.
      Home Power mag has some good articles on them in
several old issues. They tested ones over 50 years old
that still beat specs!! 
      Use distilled water for refilling, carbon is
what kills them from CO2 in the air or limestone in
the water. A sign of this is a lot of white stuff
inside the cells. Don't get those. 
    Don't worry about the voltage as it has no bearing
on how healthy the cells are that have been sitting
for a long time.
