20% customs duty & lack of infrastructure hinder Russia's EV market

Rolf Import, the official distributor of Japan's Mitsubishi in Russia, has
sold 90 Mitsubishi i-MiEV electric cars in the country since sales started
in October 2011, exceeding sales of the car in France, Denmark, and Italy,
Kommersant business daily reported Tuesday, citing data by Rolf Import.

Rolf Import sells Mitsubishi i-MiEV electric cars, the only model of
electric car currently sold in Russia, in 42 dealership centers in 19 cities
at 1.799 million rubles each, making it one of the most expensive Mitsubishi
cars in Russia. Mitsubishi's sports vehicles Outlander and Pajero cost
899,000 rubles and 1.349 million rubles, respectively.

Investment company Aton analyst Mikhail Pak said that in European countries
other models of electric cars were sold as well and cars of European
carmakers were more popular.

In Russia, Mitsubishi i-MiEV electric cars were mainly bought by power
companies, for instance, United Moscow Power Grid Company (MOESK),
Mosenergosbyt sales firm, as well as Yekaterinburg and Belgorod-based power
grid companies, which use the electric cars to test their charging stations,
Rolf Import representative Sergei Chernenko said. The cars are also bought
by private security organizations, which use them for silent patrolling.

Many western carmakers do not yet plan to start retail sales of electric
cars in Russia due to the lack of infrastructure, the daily said. There are
50 charging stations for electric cars in Moscow, with the majority of them
built by MOESK. Over the next six years, MOESK could build a network of
1,900 charging stations for electric cars in the Moscow and the Moscow
Region, Andrei Snitsky, MOESK's director for IT, innovations, and
operational efficiency, told Kommersant.

Pak believes that a 20% customs duty on electric cars is also hindering the
development of Russia's electric car market.
