To answer my own question, it looks like 212 is full throttle since according
to Otmar's blog post: http://www.cafeelectricpress.com/blog/?p=16
0xD4 is full throttle (which happens to be 212 in decimal).
So, I guess I need to look at if I'm hitting a current limit or low voltage
limit.
