So isn't the requirement to have-to buy your vehicle through a
dealership, way-too out of date?

It seems analogous to the OR and NJ laws that require a trained person
pump the gas (no offense meant to people from those states). Those
states likely have their reasons:

But wouldn't it be just as wrong to require a trained monkey to plug or
unplug the plugin. The monkey would get a job for peanuts, but it would
seem ridiculous as Automakers have gone to great lengths to design the
coupler so they do-not-get-sued: the plugging of the coupler is child's
play.

Back to the analogy ...
So requiring fuel hazard laws to dictate that a trained person (monkey)
has to plug the plugin in, would be just as non-applicable, archaic, and
insane as requiring the public to only be able to buy a vehicle
from/through a dealership?
