I think it's because bicyclists are generally more aware and more ready to
stop.  That said, I hit a ped a number of years back who stepped off the
curb without looking.

Years ago I considered mounting a bicycle bell.  It's the right volume and
has a cheerful sound.

Which raises a new question.  Why aren't the blind all up in arms about
bicycles?
