This piece mentions how it will affect non/low petrol-use vehicles (EV,
pih, etc.) near the end. 
IMO We will have to see how this is implemented, and how well it adjusts
to the needs of the driver, to know how well it plays out.

I can appreciate privacy rights, but isn't there a Progressive Insurance
add-on module in use that consumers can use to prove how good a driver
they are to garner better rates? How well or badly private data of where
you go, how long you stay, and how often is used, and protected is
important.
