I agree. The installation of 5-20 outlets would be cheaper.

But, I think we should also look at all of the costs ...

Installing the above outlets would be more than just the cost of the
outlets

It would e the conduit, wiring, breakers, power panel, plus the labor to
dig, run the conduit, wire, and cement the sidewalk back to its same
look. 
I will guess that would be about $200 each ($2000 project divided  by
10).

But that would not be as easy to use, because drivers would have to
remember to bring their L1 EVSE with them. The Telefonix L1 EVSE has the
circuitry and J1772 coupler same as the cost of

Plus, Telefonix has it all mounted in a sheet metal housing, add $100.

Total: $200 + $1027 + $100 = $1327 each
 vs
Telefonix L1 package $1500 + $200 (conduit, wiring, etc.) = $1700 each
