Did you mean 600 milli-AMPs? 600 milli-WATTs would be an insignificant amount of current for balancing: 600mw / 4v = 150 milliamps.

nope. 70 volt 5 amp charger.

certain bulbs like small 12 volt motorcycle turn signal work, but once the
voltage gets up to the point of finish balancing/shunting then it drops the
voltage too low.

If your shunt regulators are bypassing 600ma when on, then you would want something like a tail light to limit your charging current to 600ma or less (while balancing). But you can short out this light while bulk charging (while none of the shunt regulators are on).
