You can get just about *any* power to weight ratio you want out of an electric motor. Over 1 horsepower per pound is readily achievable. You just have to be willing to "pay" for it, in dollars, efficiency, and short running time.

To answer my own question apparently the motor is this:

The Chorus motor has been around for a long time. I first heard of it about 15 years ago, and it wasn't new even then.

The idea is sound, though the benefits seem exaggerated. The amount of hardware needed to make it work has always stood in the way of practical implementations. They have built lots of prototypes, but I don't know of any commercial applications yet.
