rummaging through the guy's car (couldn't walk over to the tennis players or 
run the plate?), and jailing him without a trial.

Note he was not arrested for trespassing. He was asked to not play tennis 
during school hours -- was playing on a Saturday really a problem? Also a 
random school employee asking him to not use the tennis courts is not exactly a 
court issued restraining order -- does it have any force of law? Apparently not 
or he would have been arrested for trespassing.

For the record he should have been polite and honest and asked first, but it 
looks like the city realizes they messed up big time and are trying to cover 
themselves by bad mouthing the guy.
