What's interesting about this is that the above wouldn't (have to) happen.  
Such alterations wouldn't have to be sold under the counter, because unlike 
custom ICEV engine controllers and the like, they won't affect the vehicle's 
emissions profile.  An EV that's been modified for more HP and/or torque is 
still a ZEV (unless you count tire smoke).
