Gmail on the web  desktop typically sends both plain text and HTML alternatives,
but you can choose text.  I concur that I see no option on android gmail to
request plain text, but in my testing it sends both plain text and HTML just
like the web desktop version.

There's a "show original message" you can use in gmail to see what the raw
message that was sent looked like. Looking at the mail I sent starting my thread
about dissimilar voltages shows the alternative, of which only the
non-HTML version
made it to the list:
