I already had a home EVSE fitted a few months back under the POLAR scheme, 
funded by the UK government, the unit was made by ChargeMaster. I got this one 
for an intended Renault Zoe purchase but ended up with a Peugeot Ion 
(Mitsubishi i-Miev) which has Chademo and j1772 ports.  I found another 
installer offering a different, j1772  EVSE unit made by PodPoint, also free, 
which contains the following condition (amongst others)...

"I understand that POD Point will manage the  inbuilt technology of the Home 
unit to ensure it does not overload the local and national grid." ...which 
suggests they will control the charging to prevent every EVSE in the 
neighborhood coming on at once or otherwise over-burdening the local grid.  I 
don't remember seeing this condition on my POLAR application form.  Perhaps I 
didn't read the small print well enough.  MW
