I firmly believe that ANYTHING which would in any way restrict the here 
to for  phenomenal success of Tesla, and other
start up EV industries in the future would be counter productive to our 
over arching goals of clean sustainable transportation.  If the 
established auto makers and dealers, i.e. GM, FORD, CHRYSLER, and the 
others wish to be in this New and exciting arena, let them bring 
products to market and let the MARKET decide the winners.
