The below website shows many Harbilt truck models including the 551. One 
description was for 20" X 4" Tyres on 12" diameter wheels.

I would check for any markings on the existing tires and work with a commercial 
tire shop for advice.

Does your unit have a cab to ride in, or is it a model you walk with? They made 
tugs, stand on platform trucks, ride on vehicles, and platforms that you walk 
in front of and steer with a tiller like pulling a trailer.

We need your help.
We have bought an old HARBOROUGH Harbilt 551 for carneval in Lucerne 
(Switzerland).
Now we have to change the tire, update the electronic/battery etc. but we don't
