I'd say no. You can't make *any* generalities like this because the
differences in construction are much larger than the average differences
between the different chemistries.
With all chemistries (lead-acid, nicad, nimh, lithium or whatever) you
can get cells that are optimized for fast charging, or amphour capacity,
or life, or high current, or cost... but not all at at once! Improving
one generally hurts the others.
So to get a 4:1 difference, just compare one hand-picked battery that is
specifically poor to another hand-picked one that is specifically good
at the parameter you are trying to highlight.
