This is pretty far-fetched.  A Honda CHF50 scooter (ICE) engine is rated 
3kW, and its top speed is around 40mph.  In the EV realm, the original 
Citicar had a 3.5hp motor, and  it struggled to hit 40mph. Admittedly at 
1300lb (IIRC) the C-car no doubt weighed more than this scooter; but it 
probably had (marginally) better aerodynamics.

And that's how they get that 200 mile range. :-\
