I suggest you ask the rental company office you are wanting to use:

and use plugshare.com to locate, then ask the EVSE network those are on,
if you can just call their toll free telephone number, and pay via
credit card (some allow this).
Also, where in CA has a great affect on availability, EVSE, etc.
