The arrest came after a citizen surnamed Lau called the police after capturing video footage of the unlawful act, the paper said. Lau, who is well-known in the local online community, was quoted as saying that he saw a man use an electric bike at around 8 am on Cheung Chi Road near Sheung Shui. He said he became suspicious as he noticed the person was going uphill without having to use his bicycle pedals. Lau followed the man for about 3 kilometers and filmed the incident using a mobile device. According to Lau, the bike went as fast as 30 kilometers per hour before finally being stopped on Tai Wo Service Road West in Fanling. A call was placed to the police and they soon arrived at the scene. After questioning the man, the police took him into custody for various offenses. The charges include operating an unlicensed vehicle, driving without valid third-party insurance, and failing to wear a helmet on a motor vehicle. The electric bike has been impounded and is being inspected. Under existing Hong Kong regulations, all electric-powered vehicles must be registered and licensed by the Transport Department. Lau later posted a video of the incident, using a teaser headline “The Ugliest”. The arrestee, a person surnamed Lee, hit back at Lau for reporting on him. He accused Lau of being nosy and engaging in self-righteous behavior.
