Once upon a time, TV-caused fires were big news and it was true,
due to the mass adoption of TVs, several decades ago, there were
multiple fires each day caused by TVs, so it was prudent to report
about them.
There are plenty fires caused by electrical appliances and I don't see
why an e-Bike would be much different.
Granted, the batteries can add a little to the fire, but so would the
batteries of a laptop during a fire, so I do not see why you would 
not try to put it out yourself, the man probably saved his house
from much more extensive damage than just needing to replace
part of the floor and getting some smoke inhaled that he was
checked up for (I don't see any medical treatment, despite the
claim in the title of the piece)
