Plug-in charging 15 A 240 V AC (3.6 kW) on the SAE J1772-2009 inlet ... IMO your drowned-(its dead Jim)-EVSE has gone to Silicon-Heaven https://en.wikipedia.org/wiki/Silicon_Heaven (where all electronic equipment go after death), and should be laid it to rest in a recycle-bin. Its time to open your wallet and purchase a replacement EVSE.
