That is why it is becoming law to install wiring in preparation of charging station installs in multi tenant complexes, so that *if* you want to have a charging station installed, it is just a matter of attaching it to the existing wiring, instead of paying through the nose to get new wiring, permits and the whole shebang.
Note also that most property managers are fine with you plugging in, as long as you do not cause a burden, so you cannot plug into a common outlet and have others pay for your electricity, but if you plug in behind your own meter and make sure nobody can trip over your cord, then it is no problem. I did this for many months with full approval from the site manager. When I asked at other sites, those managers were also eager to help me to plug in from the assigned parking spot (run an extension cord in a safe manner to the apartment).
