By weight is how it is done in New Zealand: NZ$62 per 1000km for vehicles less 
than 3500kg. The tax goes up pretty quickly with weight,

Currently Electric Vehicles are exempt until 2020. The electricity for a Leaf 
charged at night costs about NZ$30 per 1000km, so the RUC is about double the
