1) I think the standards are still a nutty mix and therefore there is no general guide. I think all EV's come with manual which tells thing or two about charging.
2) In general you do not park to any charging post if not charging. It's part of the 'EV code' and a polite thing to do. You adjust your charging speed according parking time. So no 2 hours of shopping while car is done in 30 minutes. So if there's ICE spilling oil on the EV spot... that's just ugly. I suggest all EV charging spots to have a cone or something which says explicitly only EV's allowed.
