Some cities and regions are trying to limit the growth and role of ride 
sharing services such as Lyft and Uber.  The reasons are a whole separate 
matter and way beyond the purpose of the EVDL, with lots of discussion both 
pro and con that you can read online to decide whether you agree or not.

Regardless, Lyft and Uber are currently making a lot of money on the idea.  
Inevitably other businesses want to ride a profitable enterprise's 
coattails.  Evercar is like that.  Their business is renting "greenish" cars 
(Nissan Leaf and Toyota Prius) to Lyft and Uber drivers for $5-7 per hour.  

I have no idea whether that's a good deal for the drivers, but it probably 
is for Evercar, because it sounds like this proposed law is scaring them.

As an outsider with an EV preference, I like seeing them renting at least 
some EVs.  They could just as well be renting Nissan Sentras as Leaves, so 
bravo for that.

That said, their statement "The reality is that you'll be hard-pressed to 
find a TNC driver using a personally-owned EV today because they're costly 
and challenging to operate in rideshare without additional support and 
resources," is puzzling.  Maybe there aren't a lot of Lyft/Uber drivers 
using EVs, but if you look at percentages, there aren't a lot of NON 
Lyft/Uber drivers using them either, so what's their point?  How exactly 
does what they're doing make it cheaper or less challenging?

As for the regulation, the problem is that we have only one side here, 
Evercar's.  PR Newswire, the source of this piece, is just what its name 
says, a collection of news releases, not a real newspaper.  So far I haven't 
found a real newspaper with anything about this proposal, pro or con.  

So we can only guess at what problem CA is trying to solve here.  My guess 
would be that CA wants to limit the number of Lyft and Uber drivers, or that 
they want to limit what KIND of drivers drive for them, or both.  However, 
at first glance I don't see any indication that this is "ICEV-biased 
micromangement."
