I prefer to think of it as a property that a clever designer can take advantage of. For instance, Copperweld(TM) antenna wire has 97% of the velocity of pure copper, but costs half as much and has 3 times the tensile strength of pure copper. The skin effect is not as pronounced at power-line frequencies, but the cost/strength factor certainly comes into play.
