Well, David said aggressive regenerative braking WITH COASTING, so seems
clear he didn't mean to brake when unnecessary.  Some people do seem to use
regen digitally - either applying all or none - rather than applying just
what is necessary to slow the required amount and coasting when possible. 
But then that is how some people drive an ice, slam on the accelerator,
speed to the next traffic light, slam on the brakes.

I've reported also that I use about the same energy per mile on trips
whether there are hills or not, as long as the route has about zero NET
elevation change.  In that case climbing 4500 ft makes little difference in
energy/mile.  The simple calculation I posted here a while back also
predicts that, but the aggressiveness of braking is a fairly small effect,
saving just a bit more energy due to less loss due to work against drag and
rolling resistance forces as the vehicle is slowed compared to slowing at
say 2x slower rate. Not worth worrying about though unless you are a
hypermiler.
