I can throttle my Kia Soul EV all the way down to 6A on either 120V or 240V input. It will also charge at up to 20A (the limit of my EVSE) on either voltage. As has been posted, that is one of the main points of the J1772 standard. I have not heard of any commercially available plug-in OBC not able to be throttled back by the EVSE.
