The article also states 'The mandate has been adopted by nine other states, such as Maryland and Maine", which seems at odds with Peri's Wikipedia link that cites '13 plus DC' have adopted the California standards. While the article is not really an in-depth one, it does give Musk's thoughts about ZEV and Trump, which are worth reading.
