I can go either way on whether "staged" or not. The article would have done well to mention GM's past efforts to sabotage EV development AND to point out that no one who wishes to see EVs succeed should EVER buy a GM vehicle ICE or EV, The article is a very good example of why. That is, GM will never turn, or facilitate turning, a Bolt into a highway car.
A few months ago, I charged at the mentioned Quartzite SuperCharger. I did not shop for a 14-50 outlet but am pretty sure they are available in the area; much RV type stuff going on there. I do rather doubt that GM recommends carrying 14-50 connections in their Bolts.
Remember when, a couple of years ago, the Bolt was being touted as yet another "Tesla killer"? It turned out to be much as we expected: a fair EV crippled by GM.
