The majority of the 3-wheeled mini-taxi's (autoriksja or simply "auto" in 
India, tuk-tuk elsewhere)
are "leased" to a driver in an informal way: someone with a bit of money to 
invest (privately) buys
a vehicle, then on a day to day or month to month basis gives it to one or more 
drivers who need to
take care of it and pay for the use, so they need to make enough rides to cover 
the operating cost,
including the fuel, any necessary maintenance to keep it running and to pay the 
owner. What is left
is their own income. The subsidized 2-stroke fuel that these vehicles take is 
sometimes in so short
supply that you can find queued lines of auto's at the pumps that provide this 
fuel.
Certainly making them plug-in will encourage the operator to use the cheap 
electricity as much as
possible (I seem to remember that we paid about 3 pennies per kWh) to avoid 
paying the fuel
that cost around $1 per liter.
There are other drivers for the clean up - some cities only allow "clean" autos 
in the city centres,
so the normal 2-stroke diesel-powered vehicles are forbidden from the most 
interesting market
and only natural gas powered (and electric) autos are allowed in the centre.
So, there might be a clear market where these can thrive and the drivers will 
definitely be
interested in offset as much of the liquid fuel and take advantage of any 
charging opportunity they can find.

I wonder whether going this route might not actually discourage expansion of 
public chargers.  If there's demand, someone will build them, no?  These 
compromises will reduce demand without having very much effect on emissions.

Maybe I'm being too simplistic and/or too optimistic.
