Actually, CCS uses power line communication protocol.  TI makes the silicon, 
but you need transformers and it is quite difficult to get it right.  I think 
the communication is actually superimposed on the pilot signal, not the actual 
AC mains.  Why make it harder than it already is?

Maybe if a grass roots group starts to build these, there might be enough of 
them to actually make CCS practical.  The auto manufacturers are certainly not 
going to step up:( At least not to the level of Tesla.
