Peri nailed it - at least as far as California is concerned.

I think that the attitude is pretty small picture. We’re spending a lot on 
*incentives* to get people to buy them. This is a disincentive. EVERYBODY 
benefits when someone buys an EV.

But...we do need a solution to pay for the roads.
