Seriously?!  Who on earth wouild pay that much for a Citicar?  For less than 
that, you can get a pretty nice used Nissan Leaf.  It'll have real working 
brakes,  suspension, heater, defroster, and a radio you can actually hear.  
Oh, and you can drive it on the highway.
