The EU clearly has an appetite for low cost EVs.  Look at the popularity of 
the relatively cheap (especially if you lease the battery) Renault Zoe. 

I'm not a Tesla fan, but IMO if Tesla offered their base Model 3 at 32k EUR, 
or even 35k EUR, they'd clean up.  But I'll be very surprised if they do that.
