Where IS this guy?  "Almost guaranteed"? Really?  Something tells me he 
doesn't live here in the Midwest USA. :-(

As for "local malls," maybe it's different in California, but around here, 
shopping malls are declining, if not derelict.  They can't keep their 
storefronts occupied, so it's hard to imagine them paying to install EVSEs 
for the tiny number of EV drivers around here.  But one can hope, I guess.
